PennDOT issues commercial licenses in Pennsylvania, and the process has a step that surprises people: the Knowledge Test Authorization. Rules and fees change, so treat this guide as a starting point and confirm everything on the official site before you go.
Start with the paperwork
You submit the commercial learner's permit application and a self-certification form with the fees. If you drive in non-excepted transportation, you must also submit a valid Medical Examiner's Certificate before the permit is issued. School bus applicants need an additional school bus driver's physical.
Knowledge Test Authorization
- PennDOT issues a Knowledge Test Authorization (KTA) for each class, endorsement or restriction removal you request.
- The KTA is not a driving permit.
- It is valid for one year, and you get three tries on it to pass the knowledge tests.
- A permit is issued after each knowledge test you pass.
- Knowledge tests are taken at a Driver License Center, and availability varies by location.
The 15-day wait
Pennsylvania requires at least 15 days between permit issue and the skills test. You can schedule the skills test right after passing the knowledge tests. You get three tries on the permit to pass the skills tests.
The one-year deadline
You have one year to pass all knowledge and skills tests. If the permit expires, you apply again and retake the knowledge tests.
Entry-level driver training
Since February 7, 2022, training is required for first-time Class A or B applicants, upgrades to Class A or B, and first-time passenger, school bus or hazardous materials endorsements. The training must come from a provider on the federal registry.
