The CDL permit test in NYC is taken in person at a New York State DMV office, never online, and you need 80% on each knowledge test to pass. Every question is multiple choice with three answer choices. The DMV charges a $10 application fee that covers all the written tests you take at the same visit, and its CDL manual says to allow three hours and arrive no later than three hours before the office closes. Here is how to prepare and what to expect at a city office.

How many questions are on the New York State CDL permit test?
The New York DMV does not publish the number of questions on its CDL knowledge tests. The CDL manual says only that each test is multiple choice with three choices and that the passing score is 80%. Do not trust a number you read on a forum. Study every section that applies to your class, and you will be ready whatever the count.
Which tests you take
Everyone takes the general knowledge test, often called the core test. Then add the tests your class and job need:
- Air brakes, if your vehicle has them.
- Combination vehicles, for Class A.
- Doubles and triples, tank vehicles and hazardous materials, for those endorsements.
- Passenger transport and school bus, for bus drivers.
Each extra test you pass at the first visit is covered by the $10 fee, so it pays to be ready for all of them at once.
A CDL study guide that works
- Download the New York State Commercial Driver's Manual (CDL-10) from dmv.ny.gov. The current edition is dated February 2026.
- Read the general knowledge sections first, then only the sections for your class and endorsements.
- After each section, take a practice test and write down every miss with the right answer.
- Learn the vehicle inspection section early. It helps on the knowledge test and you need it again for the skills test.
- Book your visit when you score 90% or more on practice tests several times. The real pass mark is 80%.
Test day checklist for a city office
- Use the DMV's online pre-screening tool first. It creates a permit application you print and bring.
- Bring your New York license and the fee. Bring your medical certificate if your category needs one.
- Leave your phone in your bag or car. Phones are not allowed in test areas.
- Arrive early in the day. Lines and transit delays eat time quickly in the city.
Who can take the test
- You must already hold a New York driver license.
- You must be at least 18. Drivers under 21 may drive a commercial vehicle only within New York State and may not carry students on a school bus or haul hazardous materials.
- School bus drivers must be at least 21.
- If you self-certify as non-excepted, you need a valid medical certificate on file.
Even if you test in Spanish, Chinese or Russian, study key terms in English too. Federal rules expect commercial drivers to read and speak English well enough to talk with officials and read road signs, and FMCSA reinstated roadside out-of-service enforcement of that rule in April 2025.
After you pass
You receive a commercial learner permit (CLP). The DMV says CLPs are valid for 180 days with one renewal for another 180 days, after which you start over and retake the knowledge tests. A CLP with a passenger or school bus endorsement carries a P restriction, which means no passengers in a bus, and the doubles and triples endorsement cannot be added to a CLP.
- Complete entry-level driver training with a provider on the FMCSA Training Provider Registry if you are a first-time Class A or B applicant or adding a first P, S or H endorsement.
- Pay the $40 road test fee. The DMV says you must pay it before you can schedule the road test.
- You cannot book a road test date within 14 days of when your permit was issued.
- Bring the CDL Vehicle Inspection Memory Aid from the manual to the road test only if it has no notes or marks on it.
