New York CDL requirements are easiest to understand as a stack: a regular New York license on the bottom, a commercial learner's permit above it, then the tests, the medical category and the endorsements you add on top. Skip a layer and the New York State Department of Motor Vehicles (DMV) will not issue the next one.
What do you need before applying for a New York CLP?
You must already hold a New York driver license that is not suspended, revoked or cancelled, such as a Class D, Class E or non-CDL Class C. A CLP is needed before a first-time CDL, an upgrade, or adding a passenger (P) or school bus (S) endorsement. The manual advises allowing three hours for processing at the office. The CDL permit tests are given only at DMV offices, so there is no taking them from home.
What are the New York CDL requirements for age?
- Class A, B and C applicants must be at least 18.
- Drivers under 21 may operate only within New York State, may not carry students on a school bus and may not transport hazardous materials.
- School bus drivers must be at least 21 under State Education Department rules.
- Non-excepted interstate self-certification requires age 21 or over.
Which New York license class do you need?
Class A covers tractor-trailers, Class B covers buses and single-unit trucks, and Class C covers smaller trucks, buses and stretch limousines. The weight thresholds are the familiar ones: a single vehicle with a GVWR of 26,001 pounds or more, or a combination with a towed trailer over 10,000 pounds and a combined rating of 26,001 pounds or more.
What are the New York CDL medical self-certification categories?
- NI (non-excepted interstate): age 21 or over, no K restriction, and a current medical certificate.
- EI (excepted interstate): age 18 or over, excepted operations only, no H or X endorsement, and no medical certificate.
- NA (non-excepted intrastate): age 18 or over, K restriction, and a current medical certificate.
- EA (excepted intrastate): age 18 or over, excepted operations only, no H or X endorsement, and no medical certificate.
For the non-excepted categories you need a USDOT medical exam covering 13 areas, normally valid for 24 months, from an examiner on the FMCSA National Registry. A CLP or CDL cannot be issued, renewed or amended without a valid medical certificate on file.
Which New York CDL knowledge tests do you take?
Every applicant takes the core test, which covers manual Sections 1, 2, 3, 11, 12 and 13. Add tests as your endorsements require: air brakes, combination vehicles, doubles/triples, tank vehicles, passenger transport, school bus and hazardous materials. Each test is multiple choice with three answer options. A CLP issued with P or S carries a P restriction (no passengers in a CMV bus), and one issued with N carries an X restriction, and both appear on the permit only.
How does the New York CDL skills test work?
The test has three parts: pre-trip inspection, basic vehicle control and on-road driving. A crash, a traffic violation or a dangerous action fails you, and so does losing more than 50 points. The inspection may begin at the front, the middle or, for Class A, with a trailer. The DMV allows a vehicle inspection memory aid, but only if it has no notes or marks on it. After you pass, you wait one day before going to the DMV for the permanent license. Cancel a test with less than three full business days of notice and you lose the fee.
- Test in an automatic vehicle and you get an E restriction.
- Test in a vehicle without air brakes and you get an L restriction.
- Test in an air-over-hydraulic vehicle and you get a Z restriction.
What if you are moving to New York with a CDL?
Out-of-state CDL exchanges require surrendering the old CDL and providing fingerprints for federal and New York background checks. First-time applicants for a Class A or B permit must certify whether they held a license in any other state in the last 10 years. An out-of-state CDL holder with a hazmat endorsement must pass the New York hazmat knowledge test.
How old do you have to be for a New York CDL?
You must be at least 18. Drivers under 21 may operate only within New York State, may not carry students on a school bus and may not transport hazardous materials.
What do you need before applying for a New York CLP?
You need a valid New York driver license that is not suspended, revoked or cancelled.
How many points can you lose on the New York CDL road test?
You pass with 50 or fewer points deducted. A crash, any single traffic violation or a dangerous action fails the test.
What are the New York CDL self-certification categories?
They are NI, EI, NA and EA: non-excepted or excepted, interstate or intrastate. Non-excepted categories require a current medical certificate.
Does a New York CLP carry restrictions?
Yes. A CLP with P or S gets a P restriction and one with N gets an X restriction, and permit holders must be accompanied by a CDL holder of the same or higher class.
