When can you turn right on a red light in California?

You are stopped at a steady red light and want to turn right. No sign prohibits it. What must you do before turning?
The answer
After a complete stop at the limit line, and with no No Turn on Red sign, you may turn right when it is safe, yielding to pedestrians.
The handbook says you may turn right at a red light after a complete stop unless there is a No Turn on Red sign. Stop at the stop or limit line, yield to pedestrians and turn when it is safe.
A red arrow is different: the handbook says you may not turn right if you are stopped at a red arrow light.
Exceptions
- No turn on red where a No Turn on Red sign is posted.
- No turn on red against a red arrow.
Why this rule matters for safety
Drivers turning right are watching traffic from the left and can miss people in the crosswalk. Stopping fully and checking for pedestrians prevents these crashes.
