The PA permit test is an 18-question multiple-choice knowledge test from PennDOT, the Pennsylvania Department of Transportation, and you must answer 15 correctly to pass. That leaves room for only 3 mistakes, so it is one of the shortest permit tests in the country and one of the least forgiving.

How many questions are on the Pennsylvania permit test?
The Pennsylvania Driver's Manual says the knowledge test consists of 18 multiple-choice questions and you must answer 15 correctly to pass. So you can miss 3 questions. A fourth wrong answer means a retake.
Because the margin is so small, the PA permit test punishes guessing. Every topic in the manual is fair game, and you will not get many chances to recover from a weak section.
What's on the Pennsylvania permit test
The questions come from the Pennsylvania Driver's Manual and test your knowledge of road signs, Pennsylvania driving laws and safe driving practices. Expect:
- Road signs, signals and pavement markings.
- Right of way, turning, passing and speed.
- Alcohol, drugs and the penalties for driving under the influence.
- Safe driving: following distance, night driving and bad weather.
What makes Pennsylvania different
Two things stand out. First, only 18 questions, so each mistake costs more than in most states. Second, the long practice log: before a driver under 18 can take the road test, PennDOT requires at least 65 hours of behind-the-wheel practice, including at least 10 hours at night and 5 hours in bad weather, and the permit must be held for six months. Start your log the day you pass.
Keep the 65-hour log in the car with a pen. Writing down each drive takes one minute. Rebuilding months of drives from memory takes much longer.
How to study for the PA permit test
- Read the Pennsylvania Driver's Manual, one chapter per sitting.
- Learn every road sign by shape and color, then by meaning.
- Make a one-page list of every number: distances, ages, hours and fines.
- Take PA permit test practice quizzes and explain each wrong answer out loud.
- Only book your test when you are scoring 17 or 18 out of 18 again and again.
What to bring and how to book
Fill out the Non-Commercial Learner's Permit Application (DL-180) before you go. Your health care provider completes the physical on the back, no earlier than six months before your 16th birthday. Then bring:
- The completed DL-180. Do not mail it.
- If you are under 18, the Parent or Guardian Consent Form (DL-180TD), completed by your parent or guardian.
- Original proof of date of birth and identity. Photocopies are not accepted.
- Your signed Social Security card.
- If you are 18 or older, two proofs of residency.
- The fee. PennDOT's fee chart lists $45.50 for the initial permit and four-year license.
PennDOT gives the knowledge test at all Driver License Centers and does not require an appointment for it. Appointments are needed for the road test. If your vision was not checked by your health care provider, it is tested at the center.
Can you take the Pennsylvania permit test online?
No. PennDOT gives the knowledge test in person at its Driver License Centers. You can study and take practice tests online, including PennDOT's own practice test app, but the real test is at the center.
What happens if you fail
If you fail, the Pennsylvania Driver's Manual says you can retake the test the following business day. PennDOT does not list a limit on knowledge test attempts. Use the gap to study the questions you missed, not to book the next morning out of frustration.
After you pass
- The examiner gives you a learner's permit valid for one year.
- Under 18, drive only with a licensed driver at least 21, or an eligible parent, guardian or spouse, in the front seat.
- Do not carry more passengers than there are seat belts.
- Log at least 65 hours, with 10 at night and 5 in bad weather, and hold the permit six months before the road test.
