New York 5-Hour Pre-Licensing Course Guide

Who needs it, how long it takes, what it costs and how to finish it fast.

Cars wait at a red traffic light in lanes at a crosswalk, with a pedestrian crossing the street ahead.

The NY 5 hour course is the New York State DMV's pre-licensing course, and you must finish it before you can schedule your road test unless you took a 48-hour high school or college driver education program instead. It is a classroom-style course of about five hours on safe driving topics, it does not teach you to drive, and it gives you the MV-278 certificate the road test requires.

Quick answer: who needs the NY 5 hour course and when

  • Anyone getting a first New York license who has not completed an approved 48-hour driver education program.
  • Teens with a junior permit and adults with a regular permit both need it.
  • Take it while you are practicing on your permit. The certificate must still be valid on the day you book the road test.

The New York State Department of Motor Vehicles (dmv.ny.gov) sets the rules and approves the schools that teach it.

What it covers

Each approved school teaches from the same course outline. Typical topics include:

  • Defensive driving and managing space and speed.
  • Seeing and reacting to hazards, including drivers who make mistakes.
  • How alcohol and drugs affect driving, and New York's penalties.
  • Sharing the road with pedestrians, cyclists, motorcycles and large trucks.
  • Highway, night and bad-weather driving.

It is a discussion course, not a driving lesson. You still need your own supervised practice hours behind the wheel.

How to complete it: online, Zoom or in person

Time: plan for one session of about five hours, or the school's split schedule. Cost: each school sets its own price, and the DMV pages we used do not list one, so compare a few approved schools. In New York City, many approved driving schools offer the new york city 5 hour class in person and by live video, so you can usually find one that fits your schedule.

What you get after: the MV-278 certificate

Classroom and live online students get the pre-licensing course certificate, form MV-278. It is valid for one year from completion, and it must still be valid when you book the road test. Bring the original to the road test with your photo learner permit; the DMV will not accept a copy. If you took the self-paced online course as an adult, there is no paper certificate because the school reports your completion directly to the DMV.

NY 5 hour course for 16 year olds

At 16 you can take the course in a classroom or by live distance learning once you have your junior permit. The self-paced online version is for adults 18 and older. Teens under 18 also need at least 50 supervised practice hours, 15 of them after sunset, a parent or guardian's signed MV-262, and must hold the permit six months before the road test.

Common mistakes

  • Taking the course too early. The MV-278 expires after one year, and an expired one means retaking the course.
  • Bringing a photocopy of the MV-278 to the road test. Only the original is accepted.
  • Choosing the self-paced online course when you are under 18. That option is for adults with a New York photo permit.
  • Using a school that is not DMV-approved. The certificate will not count.
  • Thinking the course replaces driving practice. It does not, and the road test is still required.
Good to know

Book the course for the month before you plan to schedule your road test, so the certificate is fresh and road test slots, which can be weeks out, line up with it.
