Hawaii Learner's Permit Test: Age, Hours and How to Pass

In Hawaii you can get a learner's permit at 15 and a half. Licensing is handled by each county, so as of 2026 confirm the current rules with your county driver licensing office and the official Hawaii driver's manual.

Age and the permit test

The minimum age for the instructional permit is 15 and a half. Applicants take a vision test and a written knowledge test. Because Hawaii's counties run licensing, appointment systems and locations differ between islands, so check with your own county. We do not state a question count or passing score here.

Practice time and supervision

Hawaii requires you to hold the permit for at least 180 days before you can qualify for a provisional license. During that time you must be supervised by a licensed driver who is at least 21.

The provisional license

A provisional license is for drivers who are at least 16 and under 18. It also requires completed driver education and a passing road test.

Hawaii's passenger rule is about people under 18 who are outside the household. Read that rule twice in the manual, because it is a favorite place to slip up.

How to prepare

  1. Read the Hawaii driver's manual one section at a time.
  2. Learn island-specific topics such as sharing the road with pedestrians and cyclists in busy towns.
  3. Write down every age, time and distance.
  4. Take practice questions and explain each wrong answer.
  5. Review the permit and provisional rules together, since both include 11 p.m. to 5 a.m. limits.
